A summary about our organization

Who are we ? And what are our aims ?

This Council is an extension of a political assembly that had been established by a group of Syrian diplomats who defected/resigned from the Syrian Foreign Affairs, started in 2012. The members specialized in international affairs, politics, law and economics. The Council echoed the aims of that organization for after calling political transition in Syria and the attainment of the independence of the Syrian political decision. In addition, the Council calls for striking a distinction between the regime and its repressive apparatus, and the Syrian State institutions.

Objectives of the Council The council calls, through its activities and intellectual production, for the re-birth of Syria as a civil, democratic state in which citizenship is equal for all Syrians through equal rights and duties. The Council believes in establishing a political system based on the principles of political pluralism, the rule of law, equal opportunities and duties, restraining the powers of the executive authorities and preventing security (services’ domination) over such authorities.

This Council also aims to draw up polices, work programs of Government performance and issues related to the Syrian foreign policy.

The Council also stresses the importance of activating transitional justice procedures as a prelude to political and societal stability in Syria during the transitional phase and beyond.

The Council also calls for the empowerment of Syrian women, as well as all vulnerable or marginalized Syrian groups, and work to support them and strengthen their participation in rebuilding Syria. The council supports the demand for the independence of the judiciary, including founding an independent judiciary council, and the establishment of an effective and independent constitutional court that shall be a watchdog and monitor the performance of the executive authorities with regard to respecting the constitution.

The Council highlights the importance of restructuring the security services and the army according to professional standards and national principles away from sectarianism and favoritism. Therefore, the Council calls for granting the legislative authority full powers to exercise parliamentary oversight over the performance of the security services and army institutions. In the same context, the Council emphasizes the need for reforming the state institutions, fighting the corruption in the government institutions, and the implementing of higher standards of public service in Syria.

As far as the Syrian economy is concerned, the Council calls for the formulation of clear standards and mechanisms in order to revive the exhausted economy resulting from the repercussions of the war, the accumulation of the Syrian regime’s disastrous policies before 2011 as well as the subsequent destructive policies and activities during the last decade.

Objectives Of The Council At The Level Of

Foreign Policy

The Council assists the central role of Syria, in creating a delicate balance in the relations in the region, within the framework of mutual respect for international law and UN resolutions, especially those related to the occupied Syrian lands.

The Council emphasize the need to remove all foreign fighters and troops out of Syria, especially the pro-Iranian militias and the radical organizations affiliated with Al-Qaeda.

On the foreign policy front; based on the experience of its members, the Council has a vision for a clear strategy that aims to restore Syria to its deserved role as an effective member in the Arab, regional and international community. This strategy is based on effective mechanisms that will create a state of integration between Syria and its Arab, Asian and Mediterranean surroundings. Through concepts of common interests and strategic partnerships that guarantee the maintenance of sovereignty and the fulfillment of Syrian and mutual interests with all other parties.

The Council supports the political process in its UN track that is based on the Geneva Communique of June 30, 2012 and Security Council Resolutions 2118 and 2254. Furthermore, the Council calls for a full adherence to the national political determinants of the Syrian revolution’s interpretation of the aforementioned decisions aiming to achieve political transition in Syria, justice, security, stability and development for the Syrian people in all its strata and components.
